بررسی رابطه جانشینی زمان و درآمد بر پایه رویکرد قابلیت انسانی (مورد مطالعه: معلمان مرد شهر تهران)

چکیده
نگاه به پدیده فقر در قالب رویکرد متعارف، یعنی دیدن فقر به مثابه محرومیت از درآمد، جلوه‌های گوناگونی از فقر را که مردم در عمل تجربه می‌کنند، نادیده می‌گیرد. اما چنانچه فقر را به مثابه محرومیت از قابلیت به حساب آوریم، در کنار فقر درآمدی، سایر ابعاد فقر نیز مورد توجه قرار خواهند گرفت. از طرفی، براساس تحلیل‌های استاندارد و متعارف موضوعات درآمد و فراغت، فرد می‌تواند بین ساعات کار و فراغت، جابه جایی و جانشینی انجام دهد تا میزان درآمد و دستمزد و درنتیجه، مطلوبیتش افزایش یابد و طبق نگرش قابلیت، درصورتی عایدات فرد (مانند درآمد) برای او ارزشمند هستند که نتیجه انتخاب‌های خود او باشند و نه حاصل اجبار وی جهت جایگزینی زمان فراغت با زمان اشتغال.این مقاله، به دنبال بررسی چگونگی رابطه جانشینی زمان و درآمد بر پایه رویکرد قابلیت و سنجش میزان فقر درآمدی، زمانی و چندبعدی در میان معلمان مرد شهر تهران می‌باشد که به این منظور، از تابع مطلوبیت با کشش جانشینی ثابت CES[1] استفاده‌شده است. هدف کاربردی این تحقیق نیز شناسایی ویژگی‌های افرادی است که قادر به مبادله‌بین فقر‌زمانی و فقردرآمدی نمی‌باشند.

چکیده English

Considering poverty as income deprivation, neglects other types of poverty that people experience in reality. If we take poverty as capability deprivation, we can focus on other aspects of poverty beside the income poverty. Based on standard analysis of income and leisure subjects, people can substitute their income and leisure hours to increase their income and utility. According to capability approach, individual earnings are more valuable, if they originate from personal choices not his/her forced substitution leisure time for work time. This study tries to examine how to substitute time for income based on capability approach and to measure income, leisure and utility poverty lines among Tehran Men Teachers. To do this, we used a CES utility function. In addition, this study tries to recognize the attributes of people who cannot trade-off time poverty and income poverty.
