بررسی تأثیر سرکوب مالی بر رشد اقتصادی در بخش کشاورزی مطالعه موردی: ایران (86-1341)

چکیده
مقاله های محدودی به بررسی تأثیر سیاست های سرکوب مالی بر رشد اقتصادی در ایران پرداخته اند. از آنجا که بخش کشاورزی جزو بخش­های اساسی اقتصاد بوده و سهم عمده­ای از تولید ناخالص داخلی را به­خود اختصاص داده است و با توجه به اینکه طی دهه­های گذشته، آزاد­سازی مالی و به­عبارتی حذف سیاست­های سرکوب مالی، همواره یکی از موضوعات مورد توجه اقتصاد­دانان مختلف بوده است، لذا در این تحقیق سعی شده تأثیر این سیاست­ها بر رشد اقتصادی بخش کشاورزی به­کمک روش­های آزمون همجمعی گری­گوری هانسن و حداقل مربعات معمولی پویا DOLS مورد بررسی قرار گیرد.
داده­های مورد استفاده در این مطالعه شامل رشد تولید ناخالص داخلی کشاورزی، هزینه­های غیر مولد دولت، معیارهای سرکوب مالی، شاخص ناپایداری سیاسی و سرمایه انسانی برای دوره زمانی 1341 تا 1386 می باشد.
نتایج این مطالعه نشان داد کنترل نرخ ذخیره احتیاطی به­عنوان معیار سرکوب مالی تأثیر منفی بر رشد اقتصادی بخش کشاورزی دارد. این امر نشان می­دهد درصورتی­که دولت سیاست حذف کنترل نرخ ذخیره احتیاطی بانک ها نزد بانک مرکزی را انتخاب نماید رشد سریع­تری را در بخش کشاورزی تجربه خواهد کرد.

چکیده English

There have been few studies working on effects of financial repression policies on Iran’s economic growth. Considering the huge share of agricultural sector, we have been trying to fill this gap by the help of time series data from 1962 to 2007 on agricultural GDP, unproductive government expenditure, human capital, industrial price index, political instability, and financial repression measures. Results show that controlling the bank reserve requirement ratio as a proxy for financial repression has negative effect on economic growth of agricultural sector. This indicates that reducing controls on this parameter will help government to achieve higher rate of growth.
