Abstract
Mobile telecommunications tremendous growth in the 21st century made ITU define wireless communications as the driver of ICT in the world. Advent of this technology to Iran, like every other new technology, leads to superior changes in economic, socio-cultural, political, defensive and security aspects. None of the research done on national security has directly focused on mobile telecommunications industry. The aim of this paper is to propose a structural model for the enhancement of mobile telecommunications with regards to national security interests. To fulfill this aim, we first define the research question and problem solving method using systematic approach. The research guidelines are then studied one after another. After identifying influential elements and their interrelations, the development model, which is a directed graph, would be introduced using Interpretive Structural Modeling (ISM) method. Key elements of the model are: National Security, National Interests, Foresight, Understanding the Environment, Problem solving design approach, Breakthrough Thinking, Selected theory-driven development, Communications Regulatory Agency, Strategic Intentions and Upstream Documents and Macro trends. The final model presents how Strategic Intentions turn into action plans under the influence of Global Macro trends. Proposing segmentation based on different layers of the model for better implementation and the long-term effects of national decisions and accomplishments on global drivers constitute other achievements of the modeling.

Abstract
In recent decades, the inflation phenomenon has been one of the most important issues for Iranian economy. Regardless of its effects on economy, identifying the determinants of inflation has always been a challenge in all economies. Therefore, in order to compare the endogenous money theory with the quantity theory of money, this study analyzes the relationship between inflation and its determinants. To this end, the spectral analysis approach at high and low frequencies is applied during the period 1991: Q1 to 2018: Q1. The results show that there is the causality relationship from the growth of liquidity towards inflation as well as from inflation to liquidity in the short- term and long-term. In addition, there is the causality relationship from the monetary base growth to inflation in the long-term, while this causal relationship runs from monetary base growth towards inflation in the short-term. Moreover, the causality relationship from money multiplier growth to inflation is confirmed in the long-term. Consequently, the causes of inflation are different in the short- and long-term.

Abstract
Evaluating entrepreneurial opportunities exemplifies the decision-making under conditions of uncertainty. These evaluations mainly have been done in a complex and dynamic environment under true uncertainty. In contrast to risk and ambiguity, in true uncertainty not only all potential outcomes and their assigned probabilities are unknown, but also it is not possible easily to estimate the probabilities and acquire knowledge about the results. In these situations, entrepreneurs evaluate opportunities based on minimal and inaccurate information, which is described by fuzzy variables, i.e. linguistic variables that do not have any clear boundaries. Hence, adopting a fuzzy approach, the purpose of this paper is to propose a model for evaluating entrepreneurial opportunities under conditions of uncertainty. This study is the first using fuzzy screening to formulate opportunity evaluation as a Multi-Expert Multi-Criteria Decision-Making (ME-MCDM) problem and it is innovative in this research area. In doing so, first, through a systematic literature review and focus group the authors identified entrepreneurs’ current solutions for evaluating opportunities under true uncertainty. Then, a ME-MCDM model has been suggested to evaluate opportunities and select between them. The model is based on fuzzy screening method and evaluates 12 opportunities by 15 experts in a medium entrepreneurial firm. R software has been used to perform calculations. With regard to experts’ aggregate evaluations, findings show that O6 and O11 have higher rating (better evaluation) among opportunities and considered as appropriate candidates for pursuing.
