سنجش بخشهای اطلاعات اولیه در اقتصاد ایران: اندازه، اهمیت و قلمرو فعالیتهای آن
Measurement of the Primary Information Sectors in the Iranian Economy: Size, Importance, and Scope
در این مقاله نشان میدهیم که بررسی کمی آثار و تبعات و نیز نقش و اهمیت "اطلاعات" در عرصههای مختلف سیاستگذاری و برنامهریزی اقتصادی و اجتماعی، بدون توجه به تعاریف و مفاهیم، روششناسی، پایههای آماری و روش محاسبه امکانپذیر نیست. از میان واژههای مختلف "اطلاعات" که در سه دهه اخیر وارد عرصه اقتصاد شده است، جنبههای روششناسی، فرایند محاسبه، اندازه، اهمیت و قلمرو فعالیتهای " بخش های اطلاعات اولیه " آن برای اولین بار در چارچوب نظام حسابداری بخشی در اقتصاد ایران مورد سنجش قرار میگیرند . سپس نتایج حاصله با نتایج بعضی از کشورهای توسعهیافته و در حال توسعه مقایسه میگردند. برای این منظور از جدول داده- ستانده 99 بخشی استخراجشده از ماتریسهای ساخت و جذب سال 1380 مرکز آمار ایران و نتایج تفصیلی سرشماری عمومی کارگاهی سال 1381 همان مرکز استفاده میگردند. نتایج نشان میدهند که سهم بخشهای اطلاعات اولیه در تولید ناخالص، ارزش افزوده و تقاضای نهایی کل کشور به ترتیب 8 درصد، 2/10 درصد و 6/8 درصد میباشد که بسیار کمتر از ارقام مشابه بعضی از کشورهای توسعهیافته و در حال توسعه دهههای 60، 70، 80 و 90 میلادی است.
Considering multifaceted nature of "information", it has been introduced into different terminologies by the different researchers during the last three decades. In this article, we attempt to examine empirically the measurement of a sub-set of "information", namely “Primary information sectors (PIS)”, which requires the following factors: definition and conceptualization, methodology, Process of estimation, and data requirements. Based on the 99 sectors of input-output table derived from a 2002 version as well as the availability of the results from the 2002 manufacturing Census of the country; the size, importance, and scope of the PIS of Iran have been worked out.
The results indicate that the shares of PIS in gross output, value added and final demand are 8, 10.2, and 8.6 percent respectively. However, these percents are relatively less than those shares found in the selected developed and developing countries over the 1960s, 1970s, 1980s, and 1990s.
